Chief Information Officer (CIO)​

Oversees enterprise IT strategy and ensures technology enables business and service outcomes.

Key responsibilities:

  • Align IT investments with agency and statewide priorities
  • Ensure data systems support operational and analytical needs
  • Sponsor major data and technology initiatives
  • Balance innovation, cost, risk, and compliance

Oversees enterprise IT cybersecurity strategy to protect sensitive data and systems from threats.

Key responsibilities:

  • Define the enterprise information security strategy
  • Mitigate cybersecurity risks while ensuring compliance with relevant regulations, standards, and industry best practices.
  • Oversee detection, response, and recovery processes for security breaches or cyber incidents, minimizing impact and ensuring business continuity.

Leads enterprise IT technology vision, strategy, and modernization across hybrid environments that bridge technology with business strategy.

Key responsibilities:

  • Define the enterprise long-term technology roadmap and planning
  • Identify emerging technologies and evaluate cost-benefit of new tools and systems
  • Oversee vendor relations and play a key role in technology procurement and budgeting to ensure transparency and fiscal accountability.

Provides executive leadership for how data is governed, managed, and used across the organization.

Key responsibilities:

  • Define the enterprise data strategy and vision
  • Establish data governance frameworks and standards
  • Promote data quality, literacy, and ethical data use
  • Align data initiatives across agencies and programs
  • Escalate and resolve cross-organizational data issues

Holds legal, business, and statutory accountability for data created, collected, or maintained by the agency.

Key responsibilities:

  • Define the purpose and authorized use of the data
  • Ensure compliance with statutes, regulations, and public records requirements
  • Approve data access, sharing, and external disclosures
  • Accept business, legal, and privacy risk associated with the data
  • Designate agency representatives to act on the agency’s behalf (e.g., program managers, division leads)

Uses data to produce insights, reports, and analysis.

Key responsibilities:

  • Analyze data to support decisions and operations
  • Identify trends, patterns, and anomalies
  • Communicate findings clearly to stakeholders
  • Raise data quality or interpretation concerns

Acts as the day-to-day caretaker of specific datasets.

  • Review and contextualize access requests
  • Coordinate PIAs with Privacy teams

Designs how data is structured and integrated across systems.

Builds and maintains data pipelines and platforms.

  • Develop and operate data pipelines

Applies advanced analytics and modeling to data.
