Microsoft 365 Copilot end-user expectations
Microsoft 365 Copilot and Microsoft 365 Copilot Chat have both been approved for use in Idaho state government for level 1, 2, and 3 data. Both solutions operate under Microsoft’s Enterprise Data Protection framework, providing robust security, privacy, and compliance safeguards.
Microsoft 365 Copilot Chat (free) gives state employees basic AI assistance in the browser, while Microsoft 365 Copilot (paid) integrates directly with apps including Outlook, OneDrive, and Teams.

Usage guidelines
Allowed
- Content protected under level 1, 2, and 3 sensitivity labels
- Public or internal non-critical data
- Drafting emails or general writing help
- Drafting, summarizing, and analyzing documents
- Policy development, reporting, and administrative work
Not Allowed
- Anything with a level 4 critical sensitivity label
- Confidential investigations, highly sensitive personnel matters
- Content where disclosure that could result in loss of life, disability, or serious injury
- Data from unauthorized systems
- Bypassing security warnings

Agencies must request a Microsoft 365 Copilot license through the ITS Service Portal.
